Rose has represented domestic and foreign shipping clients before the Federal Maritime Commission, Maritime Administration and Department of Justice in license application, rulemaking, enforcement proceedings, and in legislative matters. Her practice includes representation of major steamship lines, non-vessel operating common carriers, terminal operators and cargo owners.
Previously, Ms. Rose served as a senior litigator at the Federal Maritime Commission where she represented the agency in adjudicatory, rulemaking and prosecutorial proceedings. She also represented the Federal Maritime Commission as a participant in symposiums and as a lecturer in maritime law.
